R&I policies toward mission-oriented sustainable research: rethinking policy design, implementation and evaluation.
Mission-oriented policies and the willingness to address societal grand challenges for sustainable development need an improved capability of policy design, a more effective policy implementation, new indicators and data to promote evidence-based policy making. What changes are visible in this domain? What is the gap between mission-oriented policies and societal challenges and how to overcome it? Under what conditions the approach through ‘mission’ might have a transformative effect? How is evaluation evolving to gain retrospective information about the effects and the impact produced by R&DI policies, and to assess possible evolution of existing instruments? How scenario building and forward-looking perspectives are used in the policy cycle?
